The new Plant Health etc.(Fees) (England) (Amendment) Regulations 2021 will come into force on 1 June 2021. These changes will apply to England only but it is expected that Wales and Scotland will also apply such fees in due course.
Essentially, this Regulation extends the current regime of plant health import inspection fees to apply to plant consignments (including aquatic plants) originating from EU Member States, Switzerland and Liechtenstein and will take effect from 1 June 2021. The fee increase had previously been deferred and as part of a phased approach following that checks on such consignments for higher-risk goods e.g. plants for planting have been applicable since January 2021.
